The St Louis City LEPC would like to pay its respects to the friends, coworkers, and family of Mr. Hal D. Gutsch, who passed away unexpectedly in May of 2010. Hal was a longime member of the LEPC and served on the Board of Directors as Co-Chairman of the Training and Exercise committee. As Technical and Regulatory Manager at Chemisphere, Hal touched the lives of many individuals both within and outside his company. He was active in a number of groups locally and nationally, including the National Association of Chemical Distributors (NACD). Hal was a well known and knowledgeable individual whose presence will be missed in the St. Louis City community and by all those who knew him.
The St. Louis City LEPC and the Missouri Emergency Response Commission recognized Hal's contributions with a commemorative plaque presented to his coworkers at Chemisphere.
The inscription reads as follows:
"In Memory of Hal D. Gutsch, For years of service and dedication to the St. Louis City Local Emergency Planning Committee and the safety of the hazardous materials responders. - Presented on behalf of the Missouri Emergency Response Commission."
